Section 39
Work, Duties and Powers of the Steering Committee
: The work, duties and powers of the Steering Committee shall be as follows:-
(a) Recommending the Government of Nepal to formulate a long-term policy on disability (b) Making and implementing plans and programs related to disability under the policy approved by the Government of Nepal (c) By enjoying, protecting and promoting the rights, service facilities and opportunities of persons with disabilities, adopting appropriate measures for the full use of human rights and fundamental freedoms for persons with disabilities without discrimination,
(d) Coordinating between various government agencies or non-governmental organizations in disability-related work,
(e) To make suggestions to the Government of Nepal if there is a need to make necessary improvements in the current laws related to disability (f) To research and further improve and develop the latest technology of equipment or items used for service facilities for persons with disabilities and to promote the availability and use of such equipment in this field, (G) To provide training to the concerned persons and employees about the role of various agencies in the matter of the rights of persons with disabilities,
(h) To raise public awareness about the situation of disability, precautions to be taken for its prevention and behavior and support to respect the rights of persons with disabilities, (i) To provide services of interpreters for the deaf and hearing-impaired persons, to research, develop and promote Nepali Sign Language and to develop necessary dictionaries and tactile communication for the same Explanation: For the purpose of this section, "interpreter" means deaf or hard of hearing A sign language interpreter that facilitates the communication of a person, a captchaner for a person with a hearing loss or a tactile communication interpreter that facilitates communication for a person with hearing loss.
(j) Approving policies necessary to make physical structures accessible to persons with disabilities,
(k) Hospitals, playgrounds, roads, etcTo facilitate the access of people with disabilities to public places such as civil and government offices, public transport means, roads, toilets, bus parks, parks etc. (l) To assist in the work of organizations working for the protection of the rights and interests of persons with disabilities, promotion and protection and service facilities and to cooperate with such organizations,
(d) to monitor, supervise and evaluate various programs conducted for persons with disabilities,
(d) Studying, researching, collecting, processing and publishing information on disability (n) Enforce the inclusion of appropriate provisions in the programs of relevant bodies to implement the provisions of the United Nations Convention on the Rights of Persons with Disabilities,
(p) If it is found that any action has been taken against the rights, interests or rights of a person with disabilities, to send a written report to the relevant agency for necessary action,
(h) To formulate and carry out appropriate policies, plans and programs to implement the commitments expressed by the Government of Nepal at the international level regarding disability. (D) To perform other tasks as specified.
